Gregory C. Thall Named Among the 2025 “Who’s Who in Government Relations” by City & State PA

HARRISBURG, PA, Jan. 28, 2025 – GSL Public Strategies Group (GSL) announced that Vice President of Budget and Regulatory Affairs Gregory C. Thall has been named among the “Who’s Who in Government Relations” in 2025 by City & State PA

The “Who’s Who in Government Relations” listing distinguishes the 100 most influential government affairs professionals helping companies, organizations and associations communicate their legislative priorities to elected officials at all levels. Mr. Thall is recognized for his extensive experience with the Commonwealths’ budgetary and regulatory affairs. He was appointed by Governor Josh Shapiro in 2023 as Chairman of the State Employees Retirement System.

At GSL, Mr. Thall brings more than a decade of strategic advisory experience to client engagements, having worked closely with legislative and gubernatorial leadership in Pennsylvania. He was the Secretary of the Budget in Governor Tom Wolf’s Cabinet and had previously served the Pennsylvania Office of the Budget as Special Advisor to the Budget Secretary since December 2016. He has also held positions as Deputy General Counsel in the Governor’s Office of General Counsel and was Senior Transition Advisor to Governor Tom Wolf’s Transition Team. Prior to joining Gov. Wolf, Mr. Thall served as Deputy Chief Counsel within the Pennsylvania Senate Democratic Caucus under the Chairmanship of Senator Vincent Hughes. Earlier in his career, he was the Assistant Director of Government Relations for the Pennsylvania State Education Association.
